LifeLine Assistance & Free Phone From Government


So many Americans question what they would do without a cell phone, but for low income families, they question if they can afford it. Technology, especially cell phones, has become what seems to be a necessity in today’s society. Some lower income families do without food or transportation to be able to afford their cell phone. Opposing View: Reasons to be Against Free Phones


There are people in our country who need help. No one wants to hear or see a family homeless on the streets or begging for food. Low income families are a real concern in our nation and being a first world country, we should be more than able to assist these struggling people.

There are numerous government programs in place to do just that, help lower income families receive the things they need to survive. Many Americans feel pride knowing their country has the awareness and means to help people who struggle in their day to day lives. We are a country of prosperity and compassion built on a foundation of people helping other people.

Assisting with essentials does amazing things for our lower income families and children. When does assistance turn into handouts? When are luxuries turned into “essentials.” This article explores deeper into the idea of free phones and why they may not be the best thing for our country now.

Who Pays for the Phones

These free phones are paid for by the Universal Service Fund. This fund was created specifically to finance the production, maintenance and service needed to supplement such a program such as Lifeline or Link Up. Both of these companies provide discounts to wired and wireless phone plans.

The Universal Service Fund money is collected from a mandatory fee put upon telecommunication providers. This fee is then funneled back to the Universal Service Fund and used to supply low income individuals and families with free phones and service. The FCC claims the free phones are not paid for by taxpayer’s money, however this is only partially true.

There is a fee put upon telecommunication providers so the Universal Service Fund can collect money for their customer’s free phones, but where do most telecommunication providers pull from to fork over this fee? You. Check your next phone bill, more than likely there will be an extra charge at the bottom listed as “Universal Service.”

Government spending is too high


The United States total spending for the year of 2012 is an incredible $6.3 trillion. And that’s not the end of the bad news. Spending costs are predicted to only increase. The year of 2013 is projected at $6.4 trillion and $6.5 trillion by 2014.

The infuriating part about this government spending is the big question, “Where is all this money going?” Many believe our government is spending to fix our current economic trend, but with the numbers showing millions being spent simply on campaigns for the past election, moral is low on the spending subject.

There are some specific projects the government has been working on to better our future. What about Gaydar, World of War Craft and space food? Doesn’t sound relevant?

Thirty thousand was spent on a project to test if “gaydar” was a real phenomenon. College students were flashed pictures of different people and were asked to guess their sexual orientation; 60% were correct.

Another $1.2 million was spent on a different study to conclude if playing World of Warcraft improved elderly adult’s cognitive functions; it did not.

Last but not least, $1 million was given to NASA so they could prepare a “Mars Menu” for the ultimate relocation to Mars. Don’t hold your breath on that move.

US Debt

Our country is $16 trillion in debt. Many cannot even fathom the amount of money even one trillion is, and our country is up to its nose in 16. Here is a little comparison to put “trillion” into perspective. One million seconds is four days. One billion seconds is 32 years. One trillion seconds is 32,000 years.

Many Americans theorize we are in debt to China and other foreign countries. The surprising truth is, the US debt to China only adds up to 8% of the entire US debt percentage. I guess Chinese conspiracies theories to get their money back is out.

Most of the US debt is owed to their own programs and policies. Just under $5 trillion dollars of debt is owed to the US Social Security Trust Fund. The rest of the money is owed to investors, both domestic and foreign, as well as the Federal Reserve.

Dependence on the government

As stated initially it’s crucial that our country continues to feed the hungry, clothe the needy and educate our children so they can mature into an adult who can provide more to their family than they were provided.

Are cell phones really part of that essential list? Has our government broadened the category of “survival” too far? Of course cell phones are helpful, informative and entertaining but certainly they do not limit or determine the life or death of a low income family or individual.

These free handouts are creating a dependence. These programs state they are helping those to progress and push forward by providing them with the tools they need, but instead they are creating moochers. People who could pay for their own cell phone, but would prefer to work less or spend the money elsewhere.

Other government programs creating dependance

Internet Essentials through Comcast is another debilitating program creating dependence in our country. Eligible families and individuals can acquire free or discounted internet service through a reliable source for nothing.

The program also offers discounted computers and computer training courses for prices as low as $150. Free internet is available through many different resources including the library, restaurants and even airline terminals. Free internet to an individual’s home is simply for entertainment.

Low-Income Gasoline Assistance Program Act has been newly instated. The government program assists American residents with the cost of their gasoline. It seems ‘big brother’ can lend you a hand with just about anything anymore. This has some citizens asking, “Why bother?”

It is undeniably disheartening to work so hard for the things that make your life entertaining; cell phone, internet, smart phones. And for what? To be charged, taxed and finagled out of your hard earned cash so others can have the same luxuries you do for half of the work?

America is built on the idea of independence. We will care for and assist our own, but there comes a time when enough is enough and it’s time to cut the apron strings. On the other hand, there are some who need a little help and having access to a communications device like a cell phone can make a huge difference in someone’s life.

Details of Government Subsidized Free Cell Phone Program


Wait…something associated with the government that is free?! Say what?! Yes, believe it or not, there has been an FCC-mandated program in place in the United States enabling those that are in financial need to have access to a free phone since 1996. Initially, this program only applied to landline phones indeed, the name of the program is Lifeline however, in mid-2008, it was extended to cell phones as well. Interestingly, many people have nicknamed this the “Obama-phone,” likely due to our current President’s focus on helping out citizens that are experiencing financial hardships (lower student loan rates, Obamacare, etc.). However, as mentioned earlier, the program took effect in 2008, which was before Mr. Obama was in office.

The first state to get the ball rolling with free government cell phones was Tennessee. Since then, more and more states across the union, as well as Washington, D.C. and Puerto Rico, have followed suit. Presently, there are 39 states that have adopted the program into their jurisdictions, and the remaining eleven will likely be brought on soon. At least…the wireless companies hope they will—the program cost about $800 million to launch back in 2008 but it is now projected as being over a billion dollar industry, according to government estimates in 2011. Furthermore, the richest man on Earth, Carlos Slim, accumulated his fortune through his ownership of Safelink Wireless, the number one free cell phone company in the US based on subscribers. So, apparently there is money to be made in the sale of free products. That is obviously not completely true, though. The money made is clearly in the various upgrades and additional features sold to subscribers. Per the requirements of the program, 250 minutes are allotted to an individual or family every month. However, depending on the communication needs of the family, more minutes might be required and can be purchased by the cell phone holder if he or she so chooses. Furthermore, some people are not satisfied with the standard-issue phones they receive and might want to add features such as ringtones, wallpapers or games. While this seems a little bit counterproductive to a person needing a free cell phone due to financial hardship, that is one great thing about the USA: it is a free country.

People that are involved in the free cell phone program don’t have total freedom, though. For example, only one cell phone is permitted per household. The phones are also able to be deactivated, if no use has occurred in a two month period. “Use,” for the sake of the program, means making or taking a call, checking a voicemail, sending a text and the like. No internet or smart phones are included, either; though as previously stated, enrollees can choose to pay for these features if they want to. Internet might not even be a necessary yet optional phone feature in the future, as the FCC has already proposed free Internet access and low-cost computers to those living below the poverty level. This has not been approved, however.

According to government information and statistics, there were approximately 6,352,427 subscribers in the Lifeline wireless program as of March 2011. When considering the fact that only one cell phone is allowed per household, this is slightly alarming. That means, essentially, that there are over six million families in the United States that make anywhere between 135-150% of the poverty limit, which is a rough base requirement to qualify for a free cell phone from the government. While on a grand scale this is only a very small percentage of the population of our nation, the idea of an entire state such as Tennessee or Missouri (both of which have populations in the low-to-mid six millions) living below the poverty line is quite discouraging. Hopefully our political leaders at both the local and national levels will find ways to work together and solve this serious problem. In the meantime, citizens (and even non-citizens, as nationality/country of origin is not a requirement to qualify for the program) all over the country are continuing to take advantage of the free cell phone program. The application process is fairly simple and most often requires little to no proof of finances, unless the income-based application is selected. If a person or family opts to apply under this plan, they typically must provide some sort of documentation such as a paystub or tax return. The other application type is based on whether or not a person or family is collecting state or federally issued benefits such as food stamps, Social Security or Medicaid. Though applicants must certify under penalty of perjury that the information in their applications is factual and correct, for the most part the companies that issue the phones conduct no background checks or take the time to confirm that the people actually do receive the benefits they say they do. Needless to say, there is an exceptional amount of fraud involved in this program, and since working Americans fund it via the Universal Service Fund attached to their phone bills every month, this is something that the FCC should make a top priority as the program continues to grow.

It is both a blessing and a curse to have the type of government that will provide programs such as free cell phones to its residents. On the one hand, those that are legitimately in need due to inability to find work, breadwinners dying suddenly or any other situation that might apply have the opportunity to have cell phones at their disposal to communicate with loved ones as well as pursue career/job prospects. On the other hand, though, freeloaders who are perfectly capable of acquiring work or possibly even have well-paid jobs are also able to use a cell phone for free at the expense of taxpayers due to a lack of factual verification. As both this industry and the US continues to grow, ideally all of the kinks will get worked out and free cell phones will be used only by those that need it and only until they are able to pay for a cell phone themselves. Only time will tell.

Consumer has the same activation fee, but much smaller monthly charges, then the senior plans offered by AT&T and Verizon, and a 30 day trial period, during which you can try the phone and return it if the service is not to your liking. Consumer Cellular also has a greater variety of plan options than even Safelink Wireless. Another service called Great Call/Jitterbug is a terrific no contract option, and though the phone is a little expensive, it has larger buttons and a friendly interface. Like it or leave it, cellular phones are the quickest, safest, and easiest way to stay in touch with kids, grand kids, golfing buddies, bingo pals, and partners in crime, as well as providing an invaluable instant touch for emergency services. Challenges and Dangers to the Lifeline Program’s Future


The Lifeline program has come under a lot of public scrutiny in recent years. Some are even pushing congress to end the program. While by and large the complete shutdown of the program is unlikely, the Lifeline does face several critical challenges in the near future. The survival of the program may very well depend on these key issues being addressed.

Rapidly Escalating Costs

In 2008, the cost of the entire program was $819 million dollars. In just four years, the program rose to $2.2 billion in 2012. These costs are almost entirely passed to consumers, which has created a significant public outcry.

Phones Going to Non-Qualifying Customers

Perhaps the biggest threat to the program are the rampant reports of abuse. A 2013 audit of the program showed that an incredible 41% of the program’s participants don’t actually qualify for the program.

Reports of abuse are causing lawmakers to worry about the effectiveness of the program. Is the money actually going to those in need? Or are businesses pushing these phones into the hands of customers who don’t truly need them, in order to enrich themselves?

Putting the Program to the Test

Reporter Jillian Melchoir of the National Review shared her experience with acquiring a Lifeline phone. She stood outside a food stamp office and was approached by sellers who wanted to give her a free phone. She told them several times that she wasn’t receiving assistance. The sellers filled out her paperwork for her anyway and gave her a free phone.

She then repeated this process at several other food stamp offices. Then she started throwing in hurdles. For example, she told some vendors that she had already filled out another application. They still approved her phone, despite knowing each person is only supposed to have one phone. Finally, she even managed to get a new free phone when she showed up while talking on her existing phone.

It’s cases like these that give the program a bad name. As the program gets more bad press from journalists, it becomes harder and harder for politicians to push the case for the program.

What Does the Future Hold?

There’s no arguing that the program has put millions of phones in the hands of the people who need it most. The question is, are there people who shouldn’t be getting free phones who are getting free phones?

While the program is unlikely to be discontinued, there’s a good chance that more stringent regulations and checks will be put in place in the future. The simple fact is, the country just can’t afford to let the program continue to grow at the breakneck speed it’s been growing at.

If you are enrolled in another Lifeline program and would like Assurance Wireless service, you must first cancel your service with your current Lifeline service provider and then apply for Assurance Wireless. The Federal Communications Commission has begun cracking down on Lifeline program fraud and has sent tens of thousands of letters to customers who they believe are defrauding the program (most signing up for more than one free cell phone). These customers risk fines as well as jail time.

No Post Office Box Addresses

At the present time, Assurance Wireless does not allow applicants to apply from a PO Box. You must apply from a valid US home mailing address. Assurance Wireless will not mail your free government cell phone to a PO Box. This rule limits fraud in the program. Unfortunately, it also prevents the people who need free cell phones the most from applying for Assurance Wireless service: the homeless.
