History of the Free Government Cell Phone Program

You may think it’s too good to be true when you hear that the government will pay for you to get a FREE cell phone and FREE monthly service, but it is true. Depending on where you live (we go into requirements state by state on this page), you can get a free phone and free minutes if you meet the eligibility requirements. For most people, this is not difficult at all.

In fact, if you are already receiving benefits from the government in one form or another (including food stamps or Medicare) you MAY be eligible for a free phone and free minutes every month. The program behind this miracle is called the Lifeline Assistance Program.

In January of 2012, the FCC Reformed and modernized the Lifeline Program for Low-Income Americans. While it first included only land line phones, the program now includes access to a free cell phone and free monthly minutes for those who qualify. This makes it easier than ever before for every American to have a chance to communicate.

At the current time, the Lifeline Assistance program is administered by the USAC – Universal Service Administrative Company. Previously, the Lifeline program was only available for landline phones. The effect of free phones has been dramatic. For example. the percentage of low-income households with phone service in 1985 was 80% when the Lifeline program first started. Since that time, the number has risen to 92%.

Leading Free Cell Phone Providers

Next, we have the four major cell phone service providers that participate in the Lifeline Assistance program.  Depending on which state you live in, you may have one or more choices available. Please note, however, that you cannot yet get a free government cell phone in all 50 states. Assurance Wireless

Assurance Wireless is a division of Virgin Mobile that was set-up to specifically deal with the Lifeline Assistance Program to give out free cell phones and monthly service to those who need it. Learn about Assurance Wireless

Reachout Wireless

Run by Nexus Communications, Inc as Reachout Wireless, this is a cell phone service that was created especially for low-income people who qualify for the Lifeline Assistance Program. Learn more about Reachout Wireless.

Budget Mobile Wireless

Why Free Cell Phones?

If you’re like most people, you’re probably wondering why any company would want to give away a free cell phone and monthly minutes. There is something in it for the companies that provide the phones and service. For each low-income person they have signed up, they receive $10 from the government per month. This basically covers the free minutes each month, with the companies paying for the actual cell phones and any advertising to get people signed up.

As you can see, it’s really a win-win situation for everyone involved, especially those who are struggling to make ends meet as the recession drags on and on. And if you find the 250 free minutes are not enough, you can usually add minutes at your own expense. This is something else the cell phone service providers are counting on to make money over the long run while still being able to help people who need it the most.

Is This the So Called Obama Phone?

No! There is a rumor or urban legend going around that Obama is giving away free cell phones in order to get votes. However, if you look, you will find that free government cell phones actually started with the Bush administration, not Obama’s!

What is the Free Phone Like?

This will depend on which service provider or company you go with, but in most cases these are not cheap or old phones. You may be able to get a new phone that is reliable, dependable and has great battery life.

What Happens if I Use all the Free Minutes?

If you use the free minutes you are allotted each month, you can simply wait until the next month for more free minutes, or you can use your own money to purchase additional minutes – usually at a special rate. This will depend, however, on which specific company you sign-up with for the Lifeline program.

    I’m enjpying the use of my phone but I’m not getting the service I was told. I can’t get to menu screen plus several other issues. I believe I may have gotten a bad phone. The only thing I can do is make a call sometimes. I’ve tried to phone you but I can never get an answer. Do I need to send the phone back in hopes of getting another?       I had a free cell phone lifeline that I lost soon after activating. This was like three years ago, now, I’ve found it recently after moving! In fact, I paid extra for an upgrade.The company I was with seems to no longer be in existence.
      I don’t know if I need to use it, or get another.

          Hello,
          I have tried to get a free phone for my elderly client who is receiving benefits. This has been most difficult if I try to application on line, it leaves a message saying I am unable to. I also request application via a fax and I am still waiting for over a week. However when requesting a fax it said it would take any where from 24-48 hours. The client is over 65 receives SSI, and foodstamps. She has no way to receive or make calls to her doctor. Can someone help me.

    I need a phone I am caring for 2 of my grandchildren and am being approved for Kinship foster care. When I submit my zip code it tells me it can not find it. There are only 2 zips in this town 85346 which is mine and 85359 this zip can be found but it is not the one I have. You see we do not have home delivery for our mail here everyone gets a free p.o. box from the post office we can get UPS and Fedx to our home addresses basic mailing address is a P.O. box and it says no P.O.       my sons both had phones, 1 lives with me, the other in another town, all of a sudden the 1st ones account was closed, said there can not be more than one govt. phone in a household?? really? there wasn’t, then after months of getting the run around, they said the youngest had his brother as a dependent ? again really? why the heck would he do that? out of no where? so now they both have been cancelled that was safelink, then tried for Qlink, they both were accepted, their information andyway, given enrollment ID’s, then after waiting for the phones, they said the govt. said there was more than one in the household, again? really?, they have two different addresses!!! the told they could transfer after 9/4/2017? there is nothing to transfer! the accounts are closed.!! then after Dec. 1st? they gave us emails to reply to, phone numbers to call, cannot talk to a person. all automated?? seriously…. this is crazy.     If it is our government that has its name on these so called free cell phones, why is it so hard to get questions answered!? I am a widow and only draw $800 a month. I draw snap of less than $200 a month, so my daughter got me an application from Assurance Wireless for a cell phone. I filled it out and sent it in May 18, 2017 and it’s been a nightmare ever since. First they said they couldn’t verify my birthdate, so I sent in documentation proving my birth and the last four digits of my social, along with new application they requested. It only took them 2 weeks to tell me what they needed, but the new application, I didn’t hear anything about, from June 3, 2017 to July 10,2017, so,I decided to call and ask what was going on. All the people I talk to have such thick broken English it is hard to understand them. It is embarrassing to keep saying excuse me?, but who ever answers the phones are all the same, with the same accent. They all are like robots programmed to tell the same story, and if you ask questions, they get irritated and hand you off to another till you get one that is brave enough to put you on hold and the line goes dead. I got no answers except to tell me my application had not been accepted yet, and I would be contacted in 4-5 business days. 9 days went by, subtract 2 weekend days, and nothing! I call again, get a gentleman…..same accent, and he’s irritated right off the bat! He doesn’t want to speak to me at all, so clicks me over to someone else. A lady answers, and it is USAC. I ask who they are and she explains, so I tell her my story. She brought me up on the computer and told me that I had been accepted and it showed that I already am on board and have a cell number! She said she did not know why Assurance was telling me the opposite. She told me to call back and tell them what she had told me, so I did and it was like listening to a recording! This lady said it would be fixed by July 24th!? Then farther into the conversation she changed it to 24 hours! So, I called the USAC back and told them this. The lady I got this time said, this situation was ridiculous and didn’t know why they were telling me these things when it showed I was accepted. She said something I didn’t understand though. She said that Assurance could call them, but ASAC wasn’t aloud to call Assurance. Anyway, she gave me the number to the FCC, that I could call. She told me to call Assurance and ask to speak to the supervisor and inform him what was going on. Then to tell her/him that USAC had told me if they couldn’t answer my questions that I was told to contact the FCC. I called Assurance and a gentleman answered and I ask to speak to the supervisor and he had to know who I was and what it was about. I answered his questions and he told me to stay on the line. When they came back, it was not a supervisor, but the gentleman I had just been talking to. I was exhausted from being on the phone back and forth all afternoon, so I just told this guy what USAC had told me and he more or less pooh,poohed the USAC, like they were nothing. He told me the same as I had heard from the beginning. That I had not been accepted and they were waiting on the government. Then he said to call back in 24 hours. In 24 hours I called back, ask to speak to a supervisor, was asked what about, was put on hold for the supervisor, and the line went dead after a few seconds! I called USAC, told them what had happened. The lady I talked to took my information, gave me a case number and told me they would handle it. She said to give it 9 to 10 business days and if I had not heard back from Assurance or USAC, to call USAC. That will be August 3,2017. I figure if I do get a phone, when this all is settled, if it gets settled, it probably won’t work. If I had not sent in sensitive information, I would have already dropped this! But to know I sent in all they ask, they say they are waiting on my application acceptance and the USAC says I have been accepted, with a phone number (which, the lady fromUSAC gave me) makes me afraid they have given my information to someone else. This should not be happening! These people act like they are scamming for people’s identities! If it doesn’t have anything to do with the government, then the word government should be taken off. If it does have something to do with government, then they should be looking into this matter! Because I’m not the only one that this is happening to! I feel like a foreigner in my own country!!! Something that is advertised as being so simple to sign up for shouldn’t be a nightmare, that you don’t know where to turn for answers!!!!!!!

      This isn’t any one particular cell phone service or phone company for that matter this is a Blog for the lifeline community and it gives you options for different Lifeline programs that you could apply for so maybe you should take you’re rude rants and ignorance to the appropriate source for your complaint! I’m sure they would just love to listen to your rude and ignorant fowl complaints wich by the way get you no where but a bad reputation and no one willing to help! Just a word of advice, you can catch more flies with honey than with vinegar as the old saying goes. So my advice to you….next time confronting someone else if you have a hard time after being reasonable and polite continue to be polite because people feed off your anger your anger will only make people think less of you and get less done for you and if you need to further any future interactions with the person/business in the future you will be 1 treated better and less likely to get a bad service and maybe even better service if you were found to have a legit complaint. Remember what you get out of life is what you put into it (this goes for attitude as well) and life is too short to waste on anger, the energy you put outward will nab you in the ass in this universe of energy! So don’t let these people get the best of you and if you need to take a break if you feel you’re going to get angry hang up the phone and call them back, u can always say you had a bad connection and you can calm down and process your thoughts to deliver a different approach on a more mature level that will get you further in life! Like my mom always told us kids growing up, kill them with kindness, think about it! Good day to you sir. P.S why don’t you try asking for some assistance or help suggesting any advice in here about your issue and I’m sure if you follow what advice I just gave you someone will proudly and honestly answer your concerns and show you a Direction that leads to results and you will less likely have a heart attack in 10 years!

    Hi, how can i get my free cell phone through the SNAP program replaced? I can’t find a phone number to speak with someone, or send an email. I had someone at a phone repair shop tell me the port (where i plug in the wire to charge it) broke.     I reported in October 2017 that my phone is broken! When receiving or making call I can not be heard by the other party.
